I think your last point about tRump's declining mental capacity and inability to think critically about much of anything is the most relevant. Even in his first term his attention span was limited, now it's even more so. His lack of intellectual curiosity has prevented his thinking to ever evolve. You simply can't get the vast majority of your information from talking heads on TV (or ones who have moved into government). There is no coherent approach in his thinking because it so often depends on how he feels on any given day.
